The reason is threefold: Yallourn and Loy Yang brown coal generators in the Latrobe Valley produce cheap baseload power close to demand, privatised distribution (Citipower, Powercor, United Energy, Jemena, AusNet) creates more competition pressure than NSW's single-operator Ausgrid model, and the Victorian Default Offer is set more aggressively by the Essential Services Commission than the AER's DMO for NSW.
